Information technologies can be considered as an element and the function of information society directed to regulation, preserving, maintenance and enhancement of a management system of new network society. If throughout centuries information and knowledge were imparted on the basis of rules and instructions, traditions and customs, cultural samples and stereotypes, then today the leading role is assigned to technologies.
Information technologies order information flows at the global, regional and local levels. They play a key role in forming of a technostructure, in increase in a role of education and actively take root into all spheres of socio-political and cultural life, including a family life, entertainments and leisure.
